The webinar, entitled \u2018<em>Open access \u2013 developments across the globe<\/em>\u2019, included presentations from <a href=\"https:\/\/www.coalition-s.org\/author\/rooryck\/\" target=\"_blank\" rel=\"noopener\">Professor Johan Rooryck<\/a> (<a href=\"https:\/\/www.coalition-s.org\/\" target=\"_blank\" rel=\"noopener\">cOAlition S<\/a>) and <a href=\"https:\/\/staff.qut.edu.au\/staff\/ginny.barbour\" target=\"_blank\" rel=\"noopener\">Professor Ginny Barbour<\/a> (Australasian Open Access Strategy Group [<a href=\"https:\/\/aoasg.org.au\/\" target=\"_blank\" rel=\"noopener\">AOASG<\/a>]).<\/p>\n<p>Professor Rooryck spoke about Plan S, an open access (OA) initiative requiring that publications arising from research funded by cOAlition S organisations are published OA, aiming to make all scholarly publications available to the largest possible audience worldwide. He provided an overview of the <a href=\"https:\/\/www.coalition-s.org\/guidance-on-the-implementation-of-plan-s\/\" target=\"_blank\" rel=\"noopener\">three potential routes<\/a> for compliance with Plan S:<\/p>\n<ul>\n<li>publish in\/on a fully OA journal\/platform, in which case the funder should pay any article processing charge, not the individual<\/li>\n<li>publish in a subscription journal but make a copy (either the Author Accepted Manuscript or Version of Record) immediately available via repository under a CC BY licence \u2013 however, this <a href=\"https:\/\/thepublicationplan.com\/2020\/07\/31\/coalition-s-bypass-a-block-on-the-road-to-open-access\/\" target=\"_blank\" rel=\"noopener\">Rights Retention Strategy<\/a>, underpinned by the legal precedence of grant conditions over publishing agreements, has been met with <a href=\"https:\/\/www.stm-assoc.org\/rightsretentionstrategy\/\" target=\"_blank\" rel=\"noopener\">some resistance<\/a><\/li>\n<li>publish OA in a journal under a <a href=\"https:\/\/thepublicationplan.com\/2020\/02\/20\/draft-guidance-from-coalition-s-supports-transformative-journals-transition-to-full-open-access\/\" target=\"_blank\" rel=\"noopener\">transformative arrangement<\/a> in which subscription publishers agree to transition to OA through a <a href=\"https:\/\/www.coalition-s.org\/addendum-to-the-coalition-s-guidance-on-the-implementation-of-plan-s\/principles-and-implementation\/\" target=\"_blank\" rel=\"noopener\">range of strategies<\/a>.<\/li>\n<\/ul>\n<p>Professor Barbour described how COVID-19 has been a catalyst for greater adoption of open science globally, but noted that there was a need for more diverse approaches as this move has not been supported by all sectors. She highlighted large, international efforts from the United Nations Educational, Scientific and Cultural Organization (<a href=\"https:\/\/en.unesco.org\/science-sustainable-future\/open-science\/recommendation\" target=\"_blank\" rel=\"noopener\">UNESCO<\/a>) and the Asia-Pacific Economic Cooperation (<a href=\"https:\/\/www.apec.org\/-\/media\/Files\/Groups\/PPSTI\/2020\/Oct\/PPSTI-Statement-on-Open-Science.pdf?la=en&amp;hash=5254324CF5CCF763A6CCC19613E3F223A9F6740A\" target=\"_blank\" rel=\"noopener\">APEC<\/a>), in addition to Plan S, that aim to promote open science, but described how national strategies were essential to drive locally relevant approaches. Professor Barbour discussed the major challenges to developing national approaches, emphasising that both high-level (ie governmental) support plus consultation and engagement with all sectors were required.
